Information provided pursuant to Act No. 106/1999 Coll.

15. 1. 2019

Based on a request received on January 11, 2019 for the provision of information pursuant to Act No. 106/1999 Coll., CAI provided the applicant with information of the following content.

CAI accredits conformity assessment bodies in accordance with Section 14 et seq. of Act No. 22/1997 Coll., on technical requirements for products, as amended. CAI does not accredit methods. For this reason, your questions must be answered negatively – CAI has not accredited the KÚP-SOP-26 method (handwriting examination – signatures) and the Institute of Criminalistics does not have a method accredited by CAI in connection with handwriting analysis.

However, with regard to the substance of your question, I would like to inform you that the Ministry of the Interior of the Czech Republic is the holder of the accreditation granted to it for its testing laboratory No. 1494, Criminalistics Institute Prague of the Police of the Czech Republic (KÚP PČR), within the scope of forensic testing defined in the annex to the accreditation certificate No. 425/2017 of 18 July 2017. This annex is published in the list of accredited conformity assessment bodies, which is publicly accessible on the CAI website – www.cai.cz. By looking at the annex to the accreditation certificate, it can be verified that the scope of accreditation includes the examination of handwriting – signatures under serial number 5, carried out according to the test procedure/method KÚP-SOP-26 at the workplace of the Department of Graphic Analysis. The scope of the same accreditation also includes the examination with serial number 4, Examination of Handwriting – Texts conducted according to the examination procedure/method KÚP-SOP-25 at the same workplace.
