Accreditation means the assessment and confirmation of the competence of an organization for performance of a specific activity. In case of verification and validation bodies operating verification / validation this means the assessment of their competence for the evaluation of a claim (assertion / statement) against agreed validation / verification criteria.
What is the accreditation based on?
- ČSN EN ISO 14065:2013 Greenhouse gases – Requirements for greenhouse gas validation and verification bodies for use in accreditation or other forms of recognition; or
- ČSN EN ISO/IEC 17029 Conformity assessment – General principles and requirements for validation and verification bodies.
Standard ČSN EN ISO 14065: 2013 refers to ČSN ISO 14064-3: 2006 Greenhouse gases – Part 3: Specification with guidance for the validation and verification of greenhouse gas assertions (ČSN ISO 14064 – 3 AMENDMENT Z1: 2012). Standard ČSN EN ISO 14065: 2013 also directly refers to ČSN ISO 14066: 2012 Greenhouse gases – Competence requirements for greenhouse gas validation teams and verification teams.
ISO 14065: 2020 must be applied together with EN ISO / IEC 17029: 2019 in accordance with IAF Resolution (2019-19). ČIA is ready to provide an accreditation service according to ČSN EN ISO / IEC 17029: 2020 from 1.10.2021 if it is allowed by verification / validation programs.
Note 1: If the scheme owners have not published information at the date of application (eg. EU ETS or ICAO CORSIA) under which conditions ISO 17029: 2019 may be used instead of ISO 14065: 2013, such applications will not be accepted.
Note 2: Examples of verification / validation using ISO standards and other documents are given in MPA 40-02-21. For all these cases, the need for the application of ISO 14065: 2020 and EN ISO / IEC 17029: 2019 applies.

Time scale and cost of assessment:

What are the other requirements for the accreditation of the verification bodies
Direct monitoring of an applicant’s activity on site and assessment of verifications performed under operation (so called “witness audits”) is an integral part of the assessment of applicants.
Selection of witness audits must be representative enough, and their smallest number must follow the scope of the required accreditation (see MPA 41-01-..).
